API 1104 Procedure

Currently writing a new procedure for my shop to API 1104. My preference is to run bare wire, GMAW, for root, and FCAW for the cover passes. I am looking for an interpretation of the code. From  API 1104; section 5.3"5.3.2.1 ProcessThe specific process, method of application, or combination thereof shall be identified." Specifically, the word "combination". Is it acceptable to write a procedure that includes both GMAW and FCAW?  As I am more versed in ASME, it appears that a change from GMAW to FCAW would be an essential variable change and need a new procedure. Though from section 5.4, specifically 5.4.2.1 "Welding Process or Method of ApplicationA change from the welding process or method of application established in the welding procedure specification (see 5.3.2.1) constitutes an essential variable." My interpretation is if we write the WPS as a combo process, and it passes, we don't need to write to separate WPS's. Also, to the essential variable review, filler wire for GMAW and FCAW are not in the same filler metal group. This too would be an essential variable change. After reading the API 1104 a few times, it seems much more vague than ASME or AWS. My overall interpretation is that as long as we pass the WPS test, the WPS is valid. Any feedback would be appreciated.
Reply:I would agree with your interpretation of the 1104 code.  If you write the welding procedure as a GMAW root pass and FCAW fill&cap, and the procedure qualification is good, then you're done.  You are tied to that combination of processes, however.  By this I mean that you can't opt to use GMAW to weld the entire joint under that procedure.Yes, API is much more vague than either AWS or ASME welding codes.  As I understand it, the API1104 code was created to cover welding the Alaska pipeline 40 years ago; with 6010 SMAW.  It's mutated and evolved since then; but you can still see some of the original mindset if you read between the lines of the code.Benson's Mobile Welding - Dayton, OH metro area - AWS Certified Welding Inspector
