HF Replace. Are the Lights too Bright.?

My TIG AC HF start is not going at all.Tried dimming the lights, and still no arc at the gaps.All parts tested and input Voltage are good.If it is the Transformer, could anyone recommend a Replacement  choice, as this one failed right off the bat.UNIT:  ROSS  I 200 AC/DC inverter         TIG MMA functions,  ~ HF , ,.
