Reply:I'd say an impact wrench with the socket drive missing. Ask the old dude from the railway, that you got it from, maybe he still remembers. Or put a wrench on the nut and CAREFULLY check to see if it has impact action going on. If not then a drill like IrishFixit said.

Reply:Is the stub (shaft) on the end of the tool tapered? Looks like the three gents with the "hose less" IR 6A riveting hammer should be fine for the photo.

Reply:It looks like a "Huck" bolt installer... Huck bolts are sort of like pop-rivets, but utilize a threaded nut to set the bolt.
Reply:I'm not sure Huck bolts where around when that drill was made. I'm pretty darn sure that it's a drill. I've got similar around here and have used and had access to many more. Thor used to make a lot of different drills. Here's a picture of my small one in use. Hmm. Can't find a pic of my bigger one on my web site. Ok. Made me go out and dig them out to take pictures. These are the three I can get my hands on easily. I have another bigger one out in a storage shed but I'm not digging it out with this northern blowing in. The one on the left is the right angle one and takes a #2 morse taper. I use it fairly regularly. The middle one takes a #3 morse taper and I only use it when I have to. The one on the right doesn't have a spindle adapter in it and with no jack screw I've never even tried to use it. I got it for nearly nothing at my former employers auction along with the other two. When I was there we had many more smaller ones including some similar to the OP and smaller still. I've seen one like the middle one on ebay that took a #4 morse taper. If I'd had the money I would of bought it. I've also seen one like the right angle drive on the left that took a #4 morse taper on a show on TV. It was one of those build it bigger shows. Anyway they showed them drilling the holes on a aircraft carrier elevator using a drill like that with a 2" bit. They said they had to drill something like 300 holes on one elevator. They did have a BIG rope tying off the handle on the drill while in use.
