Can anyone help me out?

I need a couple of fairly simple parts machined or cut out... The tools I have at home just don't seem to be cutting it (no pun intended, lol). If anyone can help me out, I'd greatly appreciate it. I'll compensate you for your time. The parts will be made out of 5/16 - 3/8" stainless, and 5/16" mild steel.  The stainless will be exhaust flanges for my motorcycle, and the mild will be "rings" cut out, for forming the muffler.
