Lincoln SP170T only works on low settings

Im looking a buying a Lincoln SP170T that the seller says it only works on "low settings". Im assuming he means low power settings, any ideas what could be wrong with it?
Reply:That's a machine with fixed voltage taps on the transformer.  Maybe the switch is bad or maybe the transformer coil is open circuit in the higher voltage taps...MillerMatic 252, HTP 221 w/cooler, Hypertherm PM45, Lincoln IdealArc 250 AC/DC"I'd like to believe as many true things and as few false things as possible"
Reply:I've often seen them spit and sputter on the higher voltage taps if they're using too small/long an extension cord.
